Patrick Kennedy was Technical Change Manager in the Ministry of Justice’s Property Directorate Technical Services team when he contributed to the Smart Prison Estate presentation in November 2023. His section set out the standards team’s work on content, structure, digital formats and ongoing maintenance.
He explained how clauses were transferred into a database and tagged by prison category, allowing shared requirements to serve different establishments. The approach combined an authoring database with searchable standards, cross-references and Word or PDF output for people working with restricted internet access.
Patrick also described line-by-line change records for governance and the digitisation of derogation requests when they reached MoJ. Separating internal handling from the supplier’s process allowed the team to improve its own workflow while managing supplier adoption incrementally.
